The registration number, AB11 DHB, was originally bought for about £400 (Dh2,300) and could now possibly fetch more than Dh1.7 million, according to MIK Legal Consulting, the Dubai company handling the auction.

M I Khan, head of the company, said he was “not surprised” at how the sale was going. “Abu Dhabi motoring enthusiasts are the most passionate in the world,” he said.

He said the reserve price of £25,000 was crossed within a few hours.

He dispelled suggestions Sheikh Mansour bin Zayed, the Minister of Presidential Affairs and Deputy Prime Minister, was among the seven bidders, saying only the bidders were “private enthusiasts” with “some big names involved”.

“There is a little bit of speculation that two of the current bidders are trying to purchase this plate with the plan to gift it to his highness,” he said.

In 2010, nearly 2,331 cases of vehicle theft were registered in the city, while the number rose to 2,595 the following year (till December 10).

In October 2011, the Supreme Court had imposed a fine of Rs 50,000 on the Haryana government for “disobeying” its directions regarding implementation of HSRP for motor vehicles. Though three months have passed, nothing has been done in this regard.

“We are working in this direction. We issued a letter of intent to the company (allotted the tender for the number plates) in November last year. However, the company did not even turn up to complete the formalities,” said Sant Kumar Joshi, state transport commissioner, Haryana.

“We have a high-power committee meeting on January 24 where we will finalise things in the direction,” he added.

Discussing the fine imposed by the Supreme Court, he said, “We were ahead of other states in floating tenders. But after the company backed out, we were left in a fix. Things will be finalised soon.”

Jugaads are tricycles, usually fitted with scooter engines and cost about Rs 20,000.

They can handle up to 400 kg of weight and are used by the unorganised sector.

The Road Transport and Highways Ministry is considering such a move to improve safety for implementation during the 12th Five-Year Plan period.

Buying demand unexpectedly jumped a week after Hanoi and Ho Chi Minh City suggested an increase in personalised registration plate fees of automobiles to 15-20 percent from January 1, 2012.

Although a raise in automobile registration fees had been mentioned in Decree 45 since end of June, the automobile market actually became vibrant after recent meetings of the People’s Council of Hanoi and Ho Chi Minh City.

A month before the new regulation officially takes effect several automobiles stores in Ho Chi Minh City have amassed all kinds of cars, from regular models to luxury class. Thus, with only a little more than two weeks left for implementation of the new registration policy, car stores are well stocked and ready to serve customers.

According to Ngo Thanh Tri, in charge of sales in Western Ford, after seeing a slump in sales during the first months of the year, the local automobile market has positively changed thanks to the issue of Decree 45. However, the market actually heated up only when more customers began visiting car stores to buy. This raised company revenues by more than 30 percent in the last few months.

Automobiles stores on Tran Hung Dao Street in District 1 and Dien Bien Phu Street in Binh Thanh District have seen a large number of customers recently. Customers asked for new cars, domestically-assembled cars,   imported cars and even second-hand cars.

The theft, which can prove to be quite costly for the victim, often results in personalised number plates being used on another car while a crime such as petrol theft is committed.

Hobsons Bay Community Liaison Officer, Senior Constable Sharon Radau said preventing the theft is as easy as fitting plates with one way screws.

“Personalised Number plate theft is a big issue,” she said.

Sen Const Radau said installing the one way screws was easy and could only be removed with a special tool not sold to the general public.

“The screws are free at Altona North Police Station or you can buy them from Bunnings,” she said.

“Standard screws are easy to come off with a screwdriver.

“Stealing number plates is like stealing the car’s identity and often used for petrol drive-offs or for other more serious crimes.”

Mary Mammoliti from Bunnings, who has been a victim of number plate theft, agreed installing one way screws was a good idea.

Police will be holding a Safe Plates Day on Saturday 17 December.

Residents will be able to have their number plates fitted with one way screws for free.
