Personalised Plate Costs Questioned

The Senator representing Ekiti Central Senatorial Disrict in the National Assembly , Senator Babafemi Ojudu, has criticized the Federal Road Safety Commission (FRSC) for its plan to still go ahead with new personalised number plates even when the national assembly and Nigerians have spoken against the proposal.

Ojudu also charged the Nigerian journalists to educate Nigerians on the danger inherent in the proposed removal of oil subsidy by President Goodluck Jonathan.

The senator, who featured on the Nigeria Union of Journalists (NUJ), Ekiti Council, on a programme tagged ‘Stewardship Forum’ described the FRSC proposition as inimical to the well-being of Nigerians, who are already being entangled by high level of poverty.

He urged the Commission to drop the idea of selling a personalised number plate at about N80,000 under a government that could not pay N18,000 minimum wage.

Speaking against the proposed removal of subsidy from the petroleum products by President Goodluck Jonathan, Ojudu described the step as a ‘suicide mission’, saying it would further impoverish the average Nigerian.

He described the mission as a “struggle between the elite and the rest of Nigerians,” added that he would do everything possible within his power to work against the proposed bill whenever the president presents it on the floor of the Senate and called on his colleagues to follow suit.

“I will definitely vote against it and if Nigerians society decides to go on protest against oil subsidy, I will be one of the leaders who will be at the forefront of that protest.

“I am calling on all of you; my colleagues (journalists) who are going to be one of those to be affected to work assiduously against the removal of oil subsidy.”

The automobile market is being patronized by a large number of customers of late, even though policymakers proposed to raise personalised registration plate fees to reduce number of private automobiles to curb traffic congestion.

Buying demand unexpectedly jumped a week after Hanoi and Ho Chi Minh City suggested an increase in personalised registration plate fees of automobiles to 15-20 percent from January 1, 2012.

Although a raise in automobile registration fees had been mentioned in Decree 45 since end of June, the automobile market actually became vibrant after recent meetings of the People’s Council of Hanoi and Ho Chi Minh City.

A month before the new regulation officially takes effect several automobiles stores in Ho Chi Minh City have amassed all kinds of cars, from regular models to luxury class. Thus, with only a little more than two weeks left for implementation of the new registration policy, car stores are well stocked and ready to serve customers.

According to Ngo Thanh Tri, in charge of sales in Western Ford, after seeing a slump in sales during the first months of the year, the local automobile market has positively changed thanks to the issue of Decree 45. However, the market actually heated up only when more customers began visiting car stores to buy. This raised company revenues by more than 30 percent in the last few months.

Automobiles stores on Tran Hung Dao Street in District 1 and Dien Bien Phu Street in Binh Thanh District have seen a large number of customers recently. Customers asked for new cars, domestically-assembled cars,   imported cars and even second-hand cars.

The theft, which can prove to be quite costly for the victim, often results in personalised number plates being used on another car while a crime such as petrol theft is committed.

Hobsons Bay Community Liaison Officer, Senior Constable Sharon Radau said preventing the theft is as easy as fitting plates with one way screws.

“Personalised Number plate theft is a big issue,” she said.

Sen Const Radau said installing the one way screws was easy and could only be removed with a special tool not sold to the general public.

“The screws are free at Altona North Police Station or you can buy them from Bunnings,” she said.

“Standard screws are easy to come off with a screwdriver.

“Stealing number plates is like stealing the car’s identity and often used for petrol drive-offs or for other more serious crimes.”

Mary Mammoliti from Bunnings, who has been a victim of number plate theft, agreed installing one way screws was a good idea.

Police will be holding a Safe Plates Day on Saturday 17 December.

Residents will be able to have their number plates fitted with one way screws for free.

Fake Registration Number Plates Cheat Police

Cases of drivers tampering with registration number plates to avoid paying fines are on the rise in Dubai with police issuing alerts for 1,158 vehicles with such false registration plates.

Major General Mohammed Safi Al Zafin, Director of the General Department of Traffic of Dubai Police, said eight cases involving fake registration number plates were referred to public prosecution since October this year and the police had seized 263 vehicles for such violations.

Al Zafin said many drivers reported their number plates had been stolen and applied for new ones in a bid to get away from the law, while others made plates with three digits instead of five. There have also been cases where the UAE symbol is stuck near the numbers to avoid being caught by cameras while speeding.

He said some drivers got caught because they changed only the front plate while the back gave them away as speed cameras click both the front and back of the vehicle.

The Dubai General Department of Traffic recovered fines worth Dh922,742,330 for traffic violations committed over two years until October 2011. Al Zafin said there were 1,520,213 traffic violations committed by drivers during this period. When the department realised that many drivers had not paid their fines, the police tracked down the vehicles and their owners who had not paid fines running into thousands of dirhams, he said.

The Traffic department has introduced a queue system through the Metrash service to check the clamour for new personalised number plates especially among Qataris, a report in the local Arabic daily Arrayah said.
The overwhelming demand for the new number plates had caused a near pandemonium situation. In order to control it the department has made it obligatory for the person who renews the vehicle’s road permit to wait for an SMS through the Metrash service on his mobile phone indicating the date and time for him to have his number plate changed at the department’s workshop.
The new number plate is a uniform design mutually agreed upon by all the Gulf Co-operation Council (GCC) countries and has been modelled on the personalised number plates used in European countries.
The previous personalised number plate caused confusion for the radars while reading the numerals, especially when there is a zero in the end.

New Numberplates Announced Dec 2011

State government has announced new vehicle registration rates regime.The new regime ostensibly is being implemented to address the problems allegedly posed by improperly registered vehicles in Lagos metropolis. However, the new and outrageous rates for registration    that would become applicable to different categories of vehicles in the state underscore the real strategic objective of introducing the new registration regime: revenue generation.  Under the new regime, registration of number plates of cars will cost N32, 200, Sport Utility Vehicle (SUVs) and buses N35, 950 while registration of articulated vehicles will cost between N40, 950 and N46, 575!

THESE rates are clearly way off what the masses can afford. In present day Nigeria, it will be uncharitable for any one, least of all, a government to assume that owning any type of vehicle is a luxury that should be taxed. And it is rather surprising that even buses and articulated vehicles that are used for mass transit and mass movement of goods respectively are not spared the meteoric rise in the registration fees.  If there must be an increase in number plates registration fees, should the increase be retrospective?   Why should vehicle owners who obtained their number plates months or even years back be made to replace them at astronomical rates?  If indeed the reason for introducing the new number plates is to correct the lapses observed in the ones issued earlier, then it should be at no cost at all to those who already have genuine number plates.

Embossed Personalised Number Plates

The government has decided to introduce embossed number plates and smart licences from next fiscal year.

“All the vehicles will have uniform number plates with unique security features once the Ministry of Labour and Transport Management brings the system into force next year,” said Anil Gurung, Deputy Secretary at MoLTM. “The Department of Transport Management is working on it.”

DoTM had envisioned embossed number plates in 2009 and forwarded the idea to MoLTM but only to be rejected. Then minister for transport management Mohammed Aftab Alam had tried to implement embossed number plates and smart licences one year later, but the Commission for the Investigation of Abuse of Authority had stopped the process following reports of irregularities in tender process.

“The department has already begun its work to introduce embossed number plates and smart licences,” said Gurung, hinting that both the systems will come into force from early 2012/13.

The department is exploring features to be included in embossed number plates. “There will be a unique identity of owner hidden in every number plate, which will spare owners from the hassles of carrying the bluebook (vehicle ownership certificate) while driving,” said Kapil Dangol, Director, DoTM. According to him, carrying a smart licence will be enough.

Introduction of embossed number plates will also help bring outstanding revenue into state coffers. About 70 per cent owners of motorcycles and nearly 30 per cent private light vehicle owners have not paid vehicle tax for years. According to DoTM, embossed number plates will help the state collect around Rs 4 billion.

“We are planning to add a security sticker in each number plate to stop people from evading tax,” said Dangol. DoTM has yet to finalise size, model and features of the number plate though.

The department, however, is mulling over adding owner details — name, address and profession — in the number plates to track down the vehicles in case of accident, crime and other emergency scenario. “Police can easily get all such information just by scanning the number plate,” said Dangol.
